Enroll in the Mexico Compliance Program (MCP) if you…

  • Export products with organic claims to Mexico from the United States.
  • Design labels for products that will be sold in Mexico.
  • Sell CCOF certified organic products to any buyer who requires LPO certification

The United States has not established an organic equivalence arrangement with Mexico. Operations in the US and wishing to export products making organic claims to Mexico must enroll in the CCOF Mexico Compliance Program for certification or recertification to the LPO regulations and export to Mexico. USDA NOP certification is required as a base certification for operations in the Mexico Compliance Program. Our dedicated exports team is ready to provide your products with the required Mexico Control Document as it moves across the border into Mexico.

Review the MCP Manual and complete the MCP Application. Completed applications can be submitted to inbox@ccof.org.

Mexico’s organic program consists of:

  • The Organic Products Law, published on February 7, 2006
  • The Regulation of the Organic Products Law, published on April 1, 2010
  • The Guidelines for Organic Operations, published on October 29, 2013
  • Modifications to the Guidelines for Organic Operations, published on June 8, 2020
  • The General Rules for Use of the National Seal, published on October 25, 2013
  • Modifications to the General Rules for Use of the National Seal, published on December 3, 2021

Enroll in the Global Market Access (GMA) program for Mexico if you…

  • Export COR organic products to Mexico from Canada
  • Design labels for COR products that will be sold in Mexico.
  • Sell CCOF certified organic products to any buyer who requires international verification certification.

To be eligible for export to Mexico, COR certified organic products must be:

  • Agricultural products of plant origin including fungi, processed foods of plant origin, livestock products, processed products containing livestock ingredients, or beekeeping products.
  • Grown or produced in Canada, or processed and packaged in Canada

Review the GMA Manual and complete the GMA Application. Completed applications can be submitted to inbox@ccof.org.

  • Grow, handle, process, repack, or relabel organic product in Mexico

All operations located in Mexico are required to obtain LPO certification in accordance with SENASICA’s Circular Number 16/2018, published on September 12, 2018.

CCOF is an approved certification body under the Mexican Organic Standards (LPO). CCOF’s Mexico Compliance Program verifies compliance with Mexican organic requirements for operations in addition to USDA NOP requirements. SENASICA is a USDA-equivalent branch of Mexico’s Secretariat of Agriculture and Rural Development (SADER). Our SENASICA-issued Certifier Identification Number is OC-220921-14-CPAA-004.

Labeling Requirements

Visit CCOF’s logo download page to download the National Seal for organic products. Use of the National Seal is optional. If the National Seal is used, its use must comply with the requirements outlined in the General Rules of Use for the National Seal and you must receive written approval from CCOF. To learn more, review the National Seal Graphic Identity Manual. Send all labels to CCOF for approval prior to printing.

Export Documents

US to Mexico: Products making organic claims are required to be accompanied by a Control or International Transaction Document. Once enrolled in CCOF’s Mexico Compliance Program and verified as compliant, request export documents for each shipment. Complete the request packet for the Mexico Control or International Transaction Document and send to export@ccof.org, allowing 2 business days for processing. Mexico to US: Organic products exported to the United States must be associated with an NOP Import Certificate. Complete the request packet for the NOP Import Certificate and send to export@ccof.org, allowing 5 business days for processing.
